Following on from my previous article, there have been significant updates to the current energy crisis in South Africa with the gaze of the country’s leadership being firmly focused on addressing the crisis and involving all relevant stakeholders to help tackle the energy crisis head on.
National Energy Crisis Committee (NECOM) Report
NECOM released its six-month update last week on the progress in the implementation of the Energy Action Plan by the government. This includes Eskom’s programme to buy power from companies with available generation capacity through a standard offer. In addition, the report also highlights government departments cutting red tape and streamlining regulatory processes for energy projects. This will include reducing the timeframe for environmental authorizations and registrations and a possible securing of a potential 1 000MW from neighboring countries this year.
President Ramaphosa’s Commitment to the Crisis
Having secured his governing position by being re-elected in December at the ANC ruling party’s conference, president Ramaphosa can finally knuckle down and focus on critical issues facing South Africa. Chief amongst these is the energy crisis. President Ramaphosa convened a special meeting with Eskom after the implementation of the extended Stage 6 load shedding and canceled his travel plans to Davos in order to deal with the crisis. This meeting engaged a wide range of stakeholders and leaders to ensure a collective response to this crisis.
The steps taken to follow up on the commitments of the president include the following :
- Schedule 2 of the Electricity Regulation Act has been amended to remove the licensing requirement for generation projects, which will significantly accelerate private investment.
- Since the licensing threshold was first raised to 100 MW, the pipeline of private sector projects has grown to more than 100 projects with over 9 000 MW of capacity. The first of these large-scale projects is expected to connect to the grid by the end of this year.
- The NECOM has instructed departments to cut red tape and streamline regulatory processes for energy projects, including reducing the timeframe for environmental authorizations to 57 days from over 100 days. The reduction of the registration processes from four months to three weeks and ensuring that grid connection approvals are provided within six months.
- Project agreements for 19 projects from Bid Window 5 and six projects from Bid Window 6 of the renewable energy programme, representing 2 800 MW of new capacity. These projects will soon proceed to construction.
- A new ministerial determination has been published for 14 771 MW of new generation capacity from wind, solar and battery storage to accelerate further bid windows.
- An additional 300 MW has been imported through the Southern African Power Pool, and negotiations are underway to secure a potential 1 000 MW from neighbouring countries starting this year.
- Eskom has developed and launched a programme to purchase power from companies with available generation capacity through a standard offer. The first contracts are expected to be signed in the coming weeks.
- A team of independent experts has been established to work closely with Eskom to diagnose the problems at poorly performing power stations and take action to improve plant performance.
The president also highlighted that six power stations have been identified for particular focus over the coming months through a comprehensive generation recovery plan. Furthermore, the president has also instructed the law enforcement agencies to beef up efforts to protect electricity infrastructure while the government has committed to deal with criminal syndicates and address theft and sabotage at several power stations.
South African Government plans for 3 000MW of gas-fired electricity
The government also plans to launch a procurement process for 3 000MW of gas-fired energy generation with likely options being the deployment of power ships or a floating LNG terminal. These proposed new gas generation facilities will be located in Richards Bay and or/Mossel Bay.
NECOM recommended that government procure 9 500MW of new capacity by 2024. This to include new pumped storage plants and additional publicly procured renewable energy, batteries and gas generation. Some of this new capacity (775MW) will be procured on an emergency basis. NECOM also highlighted significant interventions that would make a difference to the energy supply which includes expansion of rooftop solar, embedded generation projects by the private sector and market incentives to reduce electricity usage.
Korean Energy Companies Well Positioned
With the wealth of riches that Korea possess in terms of its energy companies and their fantastic capabilities, it would seem like an opportunity missed should they not look at ways in which they could assist the South African government or private sector in coming up with strategies and blueprints in how to go about resolving the energy crisis. The South African government is removing many of the previously rigid and restrictive regulations which means that the energy space in South Africa is opening doors to a whole host of new companies and investors who may have the appetite therefore. As is clearly obvious, the South African government has prioritized this sector and due to the urgent nature thereof, would be open to proposals, suggestions and plans from stakeholders and interested parties who could offer viable and speedy solutions. I would hope that Korean companies would be part of the team leading South Africa out of the dark and back into the light.

네콤(NECOM)은 지난 주 6개월간 시행된 정부의 에너지 행동 계획(Energy Action Plan) 수행 내역에 관한 보고서를 발표했다. 여기에는 Eskom(에스콤)의 기업들로부터 전력을 구매하는 프로그램인 ‘표준 제안을 통한 전력 구매 프로그램’도 포함된다. 보고서는 또 에너지 사업의 절차를 단순화하고 간소화하기 위해 정부 부서들이 제도적 규제를 줄일 것을 강조했다. 환경 승인 및 등록에 소요되는 시간을 줄이고, 올해 안에 이웃 국가에서 최대 1,000MW의 전력을 확보하기 위함이다.
라마포사 대통령의 위기 대처 의지 :
라마포사 대통령이 지난해 12월 남아공 집권 정당 아프리카민족회의(ANC) 정당 대회에서 당대표직에 재선하면서 남아공이 직면한 에너지 위기에 대응하는 일을 계속 진두지휘할 수 있게 됐다. 전력 수급 불안정으로 지역별로 시간을 정해 부하를 차단하는 순환 단전 6단계(Stage 6 Load Shedding)가 연장된 후 라마포사 대통령은 다보스 참석을 취소하고 에너지 위기 문제 해결을 위해 관계자 특별 회의를 소집했다. 회의에는 집단적 위기 대응을 위해 모인 다양한 이해관계자와 리더들이 참석했다.
위기 대응 공약을 위해 라마포사 대통령이 취한 조치 :
- 남아공 정부는 민간 투자를 크게 가속화하기 위해 발전 사업에 요구되던 면허 요건을 폐지하도록 전기규제법을 개정했다.
- 남아공의 자가발전 허가 기준이 처음으로 100MW로 완화된 이후 민간자본의 사업의 공급경로가 100개 사업으로 대폭 늘었다. 이러한 대규모 프로젝트 중 첫번째 프로젝트가 올해 말에 전력망에 연결될 것으로 예상된다.
- 네콤은 에너지 사업과 관련된 여러 절차와 규제를 간소화하도록 관련 부처에 지시했다. 구체적으로는 환경 허가 및 등록 소요 시간을 100일 이상에서 57일로 감축하고, 등록 절차는 4개월에서 3주로 단축하며, 전력망 연결 승인은 6개월 이내로 가능해지도록 했다.
- 남아공은 정부 프로젝트 5차, 6차 입찰(Bid Window 5, 6)을 통해 민간 발전 업체로부터 새롭게 전력을 조달하고 있다. 2,800MW의 신규 발전 용량을 확보하기 위한 19개 프로젝트의 계약이 체결됐으며, 곧 건설이 진행될 예정이다.
- 남아공 정부는 또 추가 입찰을 가속화하기 위해 풍력, 태양광 등의 발전 용량을 14,771MW 추가한다는 결정을 발표했다.
- 남아프리카전력공동체를 통해 300MW가 추가로 수입됐으며, 이번 해부터 이웃 국가로부터 1,000MW의 전력을 수입하기 위한 협상이 진행 중이다.
- 에스콤은 기업에서 전력을 구매하기 위한 프로그램 개발을 시작했다. 첫 계약서는 향후 몇 주 안에 서명될 것으로 보인다.
- 발전 능력이 떨어지는 발전소의 문제를 진단하고 개선하기 위해 결성된 독립전문가팀은 에스콤과 긴밀히 협력하기로 했다.
라마포사 대통령은 종합 발전 복구 계획을 통해 앞으로 몇달간 특별한 관심을 쏟을 여섯 개의 발전소가 선정됐다고 강조했다. 라마포사 대통령은 범죄 조직에 대응하고 몇몇 발전소에서 발생한 도난과 파괴 행위에 대처하기 위해 법 집행 기관에 전기 인프라를 안전하게 보호하도록 노력해 달라고 당부했다.
남아공 정부는 가스 발전소에서 3,000MW의 전기를 생산하기 위한 입찰을 시작할 계획이다. 이와 더불어 화력 발전 조달 프로세스가 개시될 예정으로, 전력선 배치나 부유식 액화천연가스(LNG) 단지 구축도 이에 포함될 것으로 보인다. 새로운 가스 발전 시설은 리처즈 베이와 혹은 모셀 베이에 건설할 예정이다.
네콤은 정부가 2024년까지 9,500MW의 새로운 용량을 조달하도록 권고했다. 이 중 일부 (775MW)는 긴급 조달될 것으로 보인다. 네콤은 또한 옥상 태양광의 확장, 민간 부문의 임베디드 발전 프로젝트, 전기 사용 감소를 위한 시장 인센티브 지급 등 에너지 공급에 영향을 미칠 수 있는 사안에 개입할 것을 강조했다.
한국의 에너지 기업들의 좋은 입지 :
한국의 에너지 회사들은 훌륭한 역량을 보유하고 있으며, 이미 다양한 자원을 확보하고 있다. 이러한 상황을 고려하면, 남아프리카 공공과 민간이 에너지 위기를 해결하기 위한 전략과 청사진을 만드는 데에 한국이 도울 방법을 모색하는 것은 좋은 기회가 될 수 있다. 남아프리카 정부는 에너지 분야에서 엄격하고 제한적이었던 기존 규제를 해제하면서 새로운 기업과 투자자들에게 문을 열어주고 있다. 남아공 정부가 나서서 적극적으로 에너지 위기에 대응하고 있기에 국내 기업들에게도 좋은 사업기회가 열리고 있는 셈이다. 한국의 뛰어난 에너지 기업들이 남아공 에너지 프로젝트에 적극적으로 참여해 남아프리카를 밝은 미래로 이끌 팀의 일원이 되기를 바란다.
